Butz Building - Over the years this building has housed drug stores, a carpet, a clothing, a grocery and a millinery store. More recently it has been a book store and then Bears n Balloons. Ferster's Meat Market was on the Market Street side. John S. Demaree built the Butz Building in 1855. Construction was completed two years later and was known as the Demaree Building. In 1873 Jesse Butz Clothing, a ready made clothing store, owned by Isaac Mansbeck, was the anchor establishment on the ground floor. In addition, he also started renting excess space to other storekeepers. In 1877 the building was renamed to the Wright Building. In 1880, the Wright building became the J.S Butz clothing store. In 1889, during the Johnstown flood, six feet of water covered the ground floor. Jesse Butz and his family were the only residents of the flood zone in Newport to remain in their homes and businesses overnight. During the 1990's the Butz building housed The Bears & Balloons store, then an automotive supply store.

1999 began the renovation of the building, and the Beam building next door. June 2000, the building was opened as the Newport Square Apartment Building and it became the offices and Gallery of Perry County Council of the Arts (PCCA). The restoration of the old Butz Building has brought luxurious living quarters for senior citizens.

PCCA is the local arts agency serving Perry County and surrounding areas with program and services. Unique items created by member artists are available for purchase at a wide range of prices. Fine arts and craftwork include originals in oil, acrylic, pastels, and pencil as well as prints, photographs, pottery, glasswork, textiles, and wood. Popular recordings pf performance artists compact discs and cassette tapes are on hand, including the newly released Coffeehouse compilation. Literary artists’ work in poetry and prose include children’s pop up books, historical fiction, and sewn manuscripts.
