NEWPORT RIVERWALK PLAZA

The riverwalk plaza will allow residents of   Borough of Newport and visitors to the area the opportunity to access the Juniata River; currently, there is no safe access in the Borough.  This application encompasses several phases of the Feasibility Study conducted by H. Edward Black.  The scope of the project includes the trail in, the plaza, the amphitheatre and fencing as required by Norfolk Southern. Although, these portions of the proposed project represent only three phases as proposed by the plan, construction of these phases would create a stand-alone project that is in no way dependent upon implementation of the remaining phases. 

This access and the proposed small amphitheatre and plaza will allow residents a safe access to the river for fishing, walking or simply general enjoyment of the river. The amphitheatre would be used as a place to picnic, to hold small outdoor entertainment events (the location is a block from the model rural arts agency, the Perry County Council of the Arts) and as an educational site.  An attractive access would also encourage boaters on the Juniata to stop, come into town and enjoy our local restaurants and attractions, thereby bringing an economic boost to the town. The project includes:

 

The Market Street entrance, which is located at the Juniata River bridge on Route 34/Market Street, will provide safe access to the trail to the riverwalk plaza. Funding of the Phase 1 construction of the sidewalk entrance as well as curbing and crosswalks will be provided by a TEA 21 grant to the Borough and construction will be completed as part of the Market Street project.  A depressed curb will be constructed to allow the Citizens Fire Company to continue to access the river for water supply. 

Market Street Access - A wide ramp with a zig-zag low grade design will allow for general pedestrian, handicapped and fire department access from the street to the water's edge. 

 

Market Street Plaza will provide a gathering area at water's edge., with steps leading into the water.  Concrete pavers and concrete banding will make up the plaza, for individual or group use. Docking areas  for boaters coming down the river will be provided.  

Market Street Plaza Amphitheatre - A series of large steps in a curved design will provide seating along the back of the plaza. 

 

The diagram shows the Market Street Bridge entrance with the Market Street Plaza. The plaza will contain an amphitheater which will  seat 50 people. The plaza and walkway will be constructed of cement and brick and provide
wheelchair access. The front of the plaza and steps on sides will provide access to the water
